Pennant flags can be used to show thanks or mark a cooperation with non-hird individuals and organizations. They are small and easy to display for anyone, and show that they have been affiliates.
Jarl is the lowest rank to decide when they can be given in their region. Mjotur and Lendrmadr have global authorisation to approve recipients.
If your Hafn wants to hand out a pennant flag, contact the Hird HQ, after which flag(s) will be sent out for free when approved.
